The Bureau established this classification in 1964 for investigations of bombibngs and bomb threats as authorized under 18 USC 844. The FBI shares jurisdiction with the Bureau of Alcohol, Tobacco, and Firearms and with state investigation if a bombing is directed against: 1. Federally owned or leased facilities, 2. foreign diplomatic establishments and 3. college and universities or 4. committed by the members of terrorist or revolutionary groups.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
